Notification for inviting Applications for Consultants at C-DAC, Mumbai
C-DAC Mumbai invites applications from qualified individuals (including retired Govt officials) with relevant expertise and experience to work as Consultants (Full Time) as part of its new initiative for developing the “Maritime Digital Centre of Excellence (MDCoE)”.
Name of the Posts & Role Overview
A. Consultant – Port Operations (for MDCoE)
The Consultant – Port Operations will provide domain leadership and expert guidance to MDCoE initiatives related to digital technological initiatives of the port operations, terminal management, traffic planning, and operational digitalization etc. The role is critical in ensuring that digital solutions developed under MDCoE are aligned with real-world port operational requirements and are scalable across Indian ports.
B. Consultant – Marine Operations & Regulatory (for MDCoE)
The Consultant – Marine Operations & Regulatory will provide expert guidance on marine operations, navigational safety, statutory compliance, and regulatory aspects. The role will support MDCoE in designing and implementing digital solutions related to marine services, safety systems, and regulatory compliance.
A. Consultant – Port Operations
Number of Positions: One
Experience: 10+ years, preferably in Major Ports of India
Preferred Background: Traffic Manager / Deputy Traffic Manager / Senior Officer in Port Operations with good exposure to implementation of Digital systems in the ports.
Essential Qualifications & Experience
- Graduate degree in Engineering / Nautical Sciences / Maritime Studies or equivalent.
- Extensive hands-on experience in port operations at an Indian Major Port
- Preferably served as Traffic Manager / Deputy Traffic Manager or in equivalent senior operational roles.
- Strong understanding of port operational regulations, procedures, and statutory requirements.
- Good exposure to IT systems used in ports (POS/TOS/PCS, planning tools,MIS systems, automation solutions).
- Ability to work with technical teams and articulate operational needs clearly.
Desirable Skill Set
- Experience in digital transformation or IT-led modernization projects in ports.
- Familiarity with data-driven decision support systems and performance analytics.
- Strong communication, documentation, and stakeholder management skills.
Key Responsibilities
- Provide expert input on port operations, traffic management, berth planning,cargo handling, and terminal processes.
- Guide the functional design and validation of digital systems such as Port Operation Systems (POS), Terminal Operating Systems (TOS), PCS, VTS interfaces, and operational dashboards and other initiatives of the MDCoE.
- Translate operational workflows into functional requirements for IT system development.
- Review and validate use cases, SOPs, process re-engineering, and system workflows from an operations perspective.
- Support pilot implementation of MDCoE-developed solutions at selected ports and guide rollout strategies.
- Coordinate with port authorities, terminal operators, and other stakeholders to gather requirements and feedback.
- Assist in preparation of DPRs, RFPs, policy notes, and technical documentation related to port operations digitalization.
- Provide inputs for the futuristic Research and Innovation initiatives of the MDCoE.
- Contribute to capacity building, training modules, and knowledge transfer for port officials.
B. Consultant – Marine Operations & Regulatory for MDCoE
Number of Positions: One
Experience: 10+ years, preferably in Major Ports of India
Preferred Background: Should have worked in Marine department in ports
Essential Qualifications & Experience
- Graduate in Engineering /Nautical Sciences / Maritime Studies or equivalent.Preferred is Master Mariner or Marine Engineering background or equivalent maritime qualification.
- Should have work experience in marine operations at an Indian Major Port.
- Preferably served in senior roles within Marine Division (e.g., Deputy Conservator / Marine Superintendent / Marine Manager) and have:
- Strong understanding of maritime laws, port marine regulations, safety and environmental compliance.
- Good exposure to marine IT systems (VTS, AIS, e-Navigation, safety and compliance systems).
- Ability to bridge regulatory, operational, and technology perspectives.
Desirable Skill Set
- Exposure to digitalization projects in marine and port environments.
- Strong analytical, documentation, and coordination skills.
Key Responsibilities
- Provide domain expertise on marine operations including pilotage, towage,berthing, vessel traffic management, dredging, fire services, pollution control,and enforcing maritime laws like the Indian Ports Act etc.
- Advise on statutory and regulatory frameworks governing marine operations in Indian ports.
- Guide functional requirements for marine-related IT systems such as VTS,AIS, pilotage management systems, marine safety systems, and incident reporting platforms.
- Review and validate digital workflows related to vessel movement planning,marine billing, compliance monitoring, and safety management.
- Support pilot implementation and operational validation of marine digital solutions at ports.
- Interface with port departments, regulatory authorities, and technical teams.
- Assist in drafting SOPs, guidelines, DPRs, RFPs, and compliance-related documentation.
- Support training, change management, and knowledge transfer initiatives for marine personnel.
Age limit
The maximum age for applying against both these requirements shall not exceed 63 years as on 01.01.2026.
Remuneration and other Conditions
- Retired employees will be paid fixed remuneration @ (Last Basic Pay drawn – Basic Pension) as per extant rules.
- For other candidates, monthly remuneration shall be fixed appropriately within the range of Rs. 2,00,000 to Rs. 3,50,000/- (all inclusive) by the Consultancy Selection Committee based on the evaluation and performance in the interview.
- Working hours shall be same as that of C-DAC office i.e. from 9-00 AM to 5-30pm and it may be extended considering the work exigencies.
- Attendance will be recorded on a monthly basis and there will be proportionate deduction in remuneration w.r.t. attendance of that particular month.
- TDS and other taxes shall be deducted as applicable from time to time.
- Travel entitlements on official tour and leave shall be as per the prevailing rules of C-DAC.
- During the period of Consultancy with C-DAC, the selected Consultant will not be permitted to take up any other assignments.
- The selected Consultant shall observe the rules and regulations of C-DAC that exists and that may be changed from time to time, unless specifically exempted from any such rule by the Competent Authority.
Tenure and place of Posting
- The tenure of the selected Consultants shall be initially for a period of one year from the date of engagement. Further extension if any, will be at the discretion of the Competent Authority subject to satisfactory performance of the candidate and functional need. However, the maximum age up to which a retired employee can be engaged will be 65 years.
- The engagement shall be of a temporary nature against specific project requirement and can be cancelled at any time by C-DAC without assigning any reasons.
- The initial place of posting shall be at Mumbai.

Applications received after 30.01.2026 will not be considered for evaluation process. Evaluation process
Only those Applicants who qualify the Pre-Qualification/Minimum Eligibility Criteria
shall be considered for evaluation process. Any application found to be non
compliant to the requirements, shall be rejected and shall not be considered for
further evaluation.
Applicants are required to submit all the supporting documents (self attested) to
prove their qualification, experience, age etc along with the duly filled and signed
application. However, C-DAC reserves the right to summarily reject any application
which does not contain all the mandatory supporting documents or may ask the
applicant to resubmit documents, if found necessary. The decision of C-DAC shall be
final and binding in this regard.
C-DAC reserves the right to adopt the criteria for evaluation process and disqualify
any applicant based on criteria fixed, and its decision shall be final.
Only those applicants who qualify the evaluation process shall be called for interview (offline/online).
