MoA Signed to Enhance Animal Health Digital Systems

In a significant development, C-DAC Noida signed a Memorandum of Agreement (MoA) with the Department of Animal Husbandry & Dairying at Krishi Bhawan, New Delhi on March 19th, 2026. The agreement was formalized by Dr. Naveena B. Maheswarappa, Animal Husbandry Commissioner, DAHD, and Shri Paras Nath Barwal - Scientist G, C-DAC Noida. The event was attended by senior officials including Shri Naresh Pal Gangwar - Secretary (AHD), ShriRama Shankar Sinha - Additional Secretary (LH) and Dr Aruna Sharma - Joint Commissioner (LH). The agreement is a key step to enhance collaboration in the animal husbandry and dairying sector.

The Department of Animal Husbandry and Dairying (DAHD) has been undertaking the key reforms to strengthen the regulatory framework for veterinary drugs, vaccines, and biologicals, with the objective of ensuring their timely availability for improving animal health, productivity, and safeguarding public health under the One Health approach.

The NANDI Portal, launched in 2023, serves as a single-window digital platform for end-to-end regulatory approvals. Integrated with the CDSCO SUGAM portal, it enables seamless coordination, reduces duplication, and enhances efficiency.

The MoA lays down a structured framework between C-DAC and the Department of Animal Husbandry & Dairying for the design, development, enhancement, hosting, support, and maintenance of the NANDI Portal. Spanning a period of three years, the agreement covers both the continuation of existing services and the introduction of new capabilities. Under its provisions, C-DAC will serve as the technology partner, responsible for development, upgrades, secure hosting, maintenance, and technical support, while DAHD will handle regulatory oversight and overall implementation.

The agreement also presents a significant opportunity for C-DAC to strengthen its position as a key technology partner in national e-Governance initiatives. Through the NANDI Portal, C-DAC will further build its expertise in creating secure, scalable, and integrated digital platforms, while advancing capabilities in areas such as AI-driven automation, system integration, and data analytics. This long-term engagementcovering development, hosting, and maintenancewill ensure operational continuity, deepen domain knowledge in regulatory systems, and expand C-DAC's portfolio of impactful government solutions.
