C-DAC Noida successfully conducted a two-week SpecialisedProgramme on Mobile App Development, delivered in Spanish.The programme brought together 22 participants from Cambodia, Costa Rica, Equatorial Guinea, Ethiopia, Guatemala, Maldives, Paraguay, Sri Lanka, Tajikistan, and Tanzania, under the Indian Technical and Economic Cooperation (ITEC) Programme of the Ministry of External Affairs (MEA), Government of India.
A valedictory ceremony was held on January 20th, 2026 at C-DAC Noida, marking the successful culmination of the programme and celebrating the collective efforts of the participants, faculty, and supporting staff. Participants from all participating countries actively took part in the ceremony.
H.E. Mr. Fleming Duarte, Ambassador, Paraguay, Shri. Vivek Khaneja, Executive Director, C-DAC Noida, Shri. V.K. Sharma, Scientist G & Group Coordinator (E&T), C-DAC Noida,Shri. Navneet Jain, Scientist G, C-DAC Noida and other staff members were present during the valedictory function.
Shri Navneet Jain briefed the gathering on the training programme and its implementation. Participants highly appreciated the programme for its well-structured content, effective delivery, and engaging presentations across all topics. They also highlighted how mobile app development can enhance efficiency, simplify tasks, and open up exciting new career opportunities.
The participants valued the programme’s strong emphasis on practical, real-world applications, noting that it went beyond theory to demonstrate how mobile apps can be effectively integrated into daily work. They expressed their gratitude to the MEA and C-DAC for organising such a comprehensive programme, and fondly appreciated the study visits to Qutub Minar, Lotus Temple, Raj Ghat, India Gate, and especially the Taj Mahal, Agra.
H.E. Mr. Fleming Duarte addressed the participants and said the most important aspect of this course is that it not only teaches concepts but also helps students to understand the strategic value of the knowledge they are gaining.This experience will inspire participants to share what they have learned with colleagues back home and will help build bridges between institutions, which is extremely important.Paraguay has great potential in this area, especially given its young population and strong belief that investing in education and knowledge is essential.He further emphasized that education is the foundation of prosperity and plays a central role in our daily lives and in the vision for developing our countries.In his concluding remarks, he congratulated the participants and extended his thanks to the MEA and C-DAC for bringing together a large number of young professionals in India.
At the end of the valedictory function, participants were awarded the Certificate and Mementoes. Shri Vivek Khaneja, Executive Director, C-DAC, Noida felicitated H.E. Mr. Fleming Duarte, Ambassador, Paraguay.
